Luis Ochoa Carrera brings more than two decades of global experience in biosafety, laboratory containment, and pandemic preparedness to the IBBIS Technical Consortium. As a High-Containment Senior Specialist of Michigan State University and Past President of ABSA International, he has been at the forefront of developing training programmes and standards that strengthen laboratory biosafety practices worldwide. His leadership in high-containment facility management and infectious disease risk mitigation has shaped international collaborations on biosafety, biorisk management, and emergency response.

Within the Consortium, Luis contributes his deep technical expertise in biosafety system design and operational risk management, helping ensure that DNA synthesis screening standards are not only robust but also practical and adaptable across diverse laboratory and regulatory environments.
