O’Neil Hamilton is a non-proliferation and disarmament expert with broad expertise in chemical, biological, radiological and nuclear (CBRN) risk reduction and terrorism prevention, and with years of experience in supporting strategic trade management and strategic trade control enforcement initiatives in UN Member States in Latin America and the Caribbean, East and Southern Africa, Southeast Asia and the Pacific. An experienced diplomat, policy analyst and strategist, he previously served the Government of Jamaica, CARICOM and the United Nations in several capacities and has advised senior government and security officials in CARICOM Member States, in a range of areas related to disarmament, non-proliferation and regional security.
He has been responsible for several major capacity-building efforts aimed at building national enforcement capacity and improving detection, identification, and interdiction capabilities against CBRN terrorism and facilitating the development of legislative measures to implement United Nations Secuity Council Resolution 1540 and to meet Recommendations 5, 6 & 7 of the Financial Action Task Force (FATF). His current work at the Stimson Center is focused on enacting strategic trade legislation, attendant regulations, and export controls to prevent the use of CBRN materials in the development and delivery of weapons of mass destruction.
Prior to this assignment, Mr. Hamilton led a special global initiative for the United Nations Office on Drugs and Crime (UNODC) focusing on the enactment of strategic trade legislation, attendant regulations, and export controls to prevent the use of CBRN materials in the development and delivery of weapons of mass destruction. His mandate also entailed the coordination of several major capacity-building initiatives, in partnership with the United Nations Counter-terrorism Committee, to prevent CBRN-terrorism and was designed to build overall enforcement capacity and improve detection, identification and interdiction capabilities in beneficiary countries.
From 1989-2021, Mr. Hamilton was the Regional Coordinator for the implementation of UNSCR 1540 in the Caribbean Community (CARICOM) Member States and was also the Caribbean Focal Point for the United Nations Counter-terrorism Executive Directorate (CTED).
